What are staff individualised records (SIRs)?

Establishments within the Further Education (FE) sector may need to collect data about their workforce on an annual basis and generate a SIR (Staff Individualised Record) return to be sent to The Education and Training Foundation (ETF).

The SIR data collection covers all staff working in publicly funded FE divisions, including FE colleges, Sixth Form colleges, independent training providers, local authorities, third sector providers and others. It represents all staff contracts, including for this collection, members of staff working on a voluntary basis and staff provided by agencies.
 

  Note:

The use of the term staff refers to any individual with a contract from the relevant provider. It is not the same as an employee.

 
Cintra iQ allows you to record person, employment, and teaching experience and qualifications. It also allows you to compile these details and save them as a .csv file or generate an xml output to be sent to the ETF.  
 

  Important:

The SIR Report module is only available to those clients who have SIR set up in their system. For more information, contact Cintra's Implementation team.

Before you begin...

Before you can compile the data for a SIR return, you must ensure that you have applied the following settings within Employer Setup.
  • Is FE Sector
  • SIR UKPRN.

To Apply Settings

  1. Ensure that the Is FE Sector checkbox is selected and the SIR UKPRN number is entered within the Employer form's Main Details tab.
  2. Go to Cintra iQ: Payroll> Payroll Setup> Employer Setup> Employers window> definition> New/Open button> employer form> Education Details tab
 

  SIR UKPRN field

The SIR UKPRN field only becomes enabled when the Is Further Education Sector checkbox is selected, and only accepts an eight digit number between 10000000 and 99999999.

About the SIR Workforce Data window

Within the SIR Workforce Data window, you can perform the following:
  1. Generate SIR data

      Note:

    Although some fields are modifiable on the Workforce Data window, some do not update the source in Cintra iQ.

  2. Generate XML file.
Go to Cintra iQ: Tools> SIR Details
 
 

Date 

You can select the desired SIR Collection date from the drop down list. These dates are automatically generated by Cintra iQCintra iQ always ensures that there is a record available for the year in which a return needs to be generated and for the next year as well. The SIR year runs until to 31st July  and the data reported is for the previous year. 
 

Choose SIR UKPRN for Employer

You can select the Further Education Establishment for which the return is required.
The SIR UKPRN displayed, is what was entered within the Employer form's Main Details tab. For more information, see the Education Details tab section in What are Employer Details?
 

Left and Right panes

The left pane contains the employees' Full Name details and displays exactly the same data on the right. This allows you to scroll to the desired field on the right without losing the name of the employee.
 

Fields

 
Name Description
01 UKPRN The UKPRN is the same for each employee in the return and is the SIR UKPRN as entered against the employer in Employer Set Up.

02 Staff reference This represents the employee's Employment ID.

03 Multiple contract number If an employee has more than one post in the SIR return year, a SIR return is created for each post, with the multiple contract number displayed to represent the post.
Important: This number is generated by the SIR return and is not held in the database against the employee's record in Post History.

04 Gender The Gender displayed in the SIR Workforce Data window is the SIR code translation of the data entered for gender for the employee's Gender in the Cintra iQ Personal Details form.

05 Date of Birth The Date of Birth displayed in the SIR Workforce Data window is the employee's date of birth, as entered in the Personal Details form.
The employee's age cannot be younger than 15 at the beginning of the academic year. This is to reflect the increasing numbers of apprentices employed by providers.

12 Ethnicity

The Ethnicity displayed in the SIR Workforce Data window is the SIR code translation of the data entered for UK Ethnic Group for the employee in the Personal Details form. 
Go to Cintra iQ: Personnel Records> Forms> Personal Details > Personal Details window

  Note:

When the UK Ethnicity Group field is updated for an employee in the Personal Details form, it appears on the generated SIR return. But if you change the Ethnicity data in the SIR Workforce Data window, the update is not copied back to the Personal Details form.

13 Disability

The Disability displayed in the SIR Workforce Data window is the SIR code translation of the data entered for  employee's disability status in the Personal Details form.
Go to Cintra iQ: Personnel Records> Forms> Personal Details> Personal Details window

  Note:

You can change this data for an employee in the SIR Workforce Data window by selecting from the Disability drop-down list. The change made to the SIR Workforce Data window is copied back to the employee's Personal Details form.

14 Terms of Employment

This is derived from a function in the Cintra iQ database, although in most cases it is the SIR Code translation of the Employment Status, as entered in the Employment Details form. Go to Cintra iQ: Employment Records> Forms> Employment Details> Employment Details form

The possible data items for this field in the SIR Workforce Data window are the following:

  1. "Permanent staff"
  2. "Fixed term staff"
  3. "Casual staff"
  4. "Employed through an agency"
  5. "Self-employed"
  6. "Voluntary staff"
  7. "Zero hours contract"
  8. "Unknown"

  Note:

  • If the Employment Status entered on the employee's Employment Details form is set to Permanent, then the SIR return displays 1 Permanent in the Terms of Employment drop-down list.
  • If the Employment Status entered on the employee's Employment Details form is Temporary, then the SIR return displays 2 Fixed Term Staff in the Terms of Employment drop-down list.
  • If the Employment Status entered on the employee's Employment Details form is Casual, then the SIR return displays 3 Casual Staff.

Important! 
Although SIR items: Employed through an agency, Self-employed, Voluntary staff,  Zero hours contract and Unknown are not available in the Employment Status drop- down list in the Employment Details form, you can still select this data in the SIR Workforce Data window. 

  Note:

Changes made for the SIR Workforce Data window's Terms of Employment are not copied back to the employment details in the Employment Details form. So, if the Employment Status is recorded as Permanent in the Employment Details form and then recorded as Casual in the SIR Workforce Data window, the Employment Status is still displayed as Permanent in the Employment Details form.

15 Fraction of Full-Time

This is derived from the Post History Working Pattern FTE Factor.
Go to Cintra iQ: Employment Record> Forms>Post History> Post History window> Work Pattern  tab> record> Edit Employee Post FTE form
Note: You can change the Fraction Full Time figure for an employee in the SIR Workforce Data window. The change made to the SIR Workforce Data window is not copied back to the employee's Post History form.

16 Proportion providing teaching and promoting learning

You can edit these values for an employee in the SIR Workforce Data window.  The values in 1617 and 18 must always add up to 100 on a row.  The changes made in the SIR Workforce Data window are copied back to the employee's Post History form.

18 Proportion providing other support

Go to Cintra iQ: Employment Records> Forms> Post History> Right-click New> Employee Post form

19 Date of Appointment

The Employment Details form contains the Continuous Service Since and employment Start Date fields. The Date of Appointment that appears in the generated SIR Workforce Data window is the Continuous Service Since date if it is completed, otherwise it is the employment Start Date.

20 Date of Leaving

This data is sourced from the End Date in the Employment Details form.

24 Main Subject Taught

This data is sourced from the Area of Learning Of Main Subject Taught (SIR Field 24) in the Teaching Details form.

  Note:

You can modify this data for an employee in the SIR Workforce Data window by selecting from the Main Subject Taught drop-down list. The change made in the SIR Workforce Data window is copied back to the employee's Teaching Details form.

25 Category of Work

When the SIR return is generated, the category of work displayed for an employee is the SIR Category of Work associated with the Post that the Employee is in. The SIR Return links from tables Employee in Post to Post to Job to arrive at the category.

Go to Cintra iQ:

    • Employment Records> Forms> Post History> Right-click New> Employee Post form
    • Jobs> Forms> Job Summary> Job Summary form

Note: When the SIR return is generated, the Category of Work is derived from the linked Job. You can change the  category of work for an employee in the SIR Workforce Data window by selecting from the Category of Work drop-down list. The change made in the SIR Workforce Data window is not copied back to the Job form.

26 Annual Pay 

Annual pay is the Gross pay for work paid during the tax year, e.g. 2020/21 (6 April 2020 to 5 April 2021). In most cases this is not the same as Salary, as that is the rate of pay at a particular moment in time. It is represented on the SIR Workforce Data window as a six digit integer, with leading zeroes, representing the number of pounds earned in the SIR year.

35 Sexual Orientation

When the SIR return is generated, the sexual orientation of the employee is derived from the PERSON record and entered in the Personal Details form. It is then translated into the appropriate SIR code and displayed in the SIR Workforce Data window.

Note: You can change this data for an employee in the SIR Workforce Data window by selecting from the Sexual Orientation drop-down list. The change made in the SIR Workforce Data window updates the employee's data. 

36 Highest Qualification Held in the Main Area of Teaching

When the SIR return is generated, Cintra iQ inspects the qualifications held for the employee in both the FE Qualifications and Qualification of Person tables. The data for these tables are entered within Cintra iQ in the Teaching form and the Education and Training form. The qualifications (teaching or other) that hold the area of learning of main subject taught are examined for the highest level. 

  Note:

The Area of Learning of the Main Subject Taught data is identified by field Area of Learning of the Main Subject Taught (SIR Field 24) and is matched against the qualification's SIR Area of Learning field.

Within the qualification, the system looks at the data selected in the SIR Area of Learning drop-down list  and displays the associated SIR National Framework Level options in the SIR Workforce Data window. If an employee has several qualifications, the one with the highest level is displayed once the SIR return is generated. 

  Example:

Melissa has two qualifications, one at SIR National Framework: 07 QCF Level 7 and 06 QCF Level 6. 07 QCF Level 7 is the highest of these qualifications’ and when the SIR return is generated, that is what is displayed on the SIR return. If the Level 7 qualification record is deleted and the SIR return is re-generate, the highest qualification held in the main area of teaching becomes Level 6.

Note: You can change this data in the SIR Workforce Data window by selecting from the The Highest Qualfn Main Area Teaching drop-down list. The change is not copied back to any of the qualification records held against the employee.

    • Personnel Records> Forms> Teaching Details> SIR Details window
    • Personnel Records> Forms> Education and Training> Education window> Qualifications & Competencies tab> Qualifications pane> Insert/Edit Qualification of Person form

37 Highest Teaching and/or Learning Support Qualification Held

This is recorded against the PERSON record in the Teaching Details form.

Note: You can change this data for an employee  in the SIR Workforce Data window by selecting from the Highest Teaching and/or Learning Support Qualfn Held drop-down list. The change in the SIR Workforce Data window is copied back to the employee's Teaching Details form. 

38 Highest Specific Qualification Held for Teaching Maths/English/SEND

This is recorded against the PERSON record in the Teaching Details form.
Go to Cintra iQ: Personnel Records> Forms> Teaching Details> SIR Details window

  Note:

You can change the category of work for an employee in the SIR Workforce Data window by selecting from the Highest qualification held Maths/English/SEND drop-down list. The change in the SIR Workforce Data window is copied back to the employee's Teaching Details form.

39 Hours of CPD Per Year

When the SIR return is generated, the hours of CPD per year an employee has attended is calculated using the Course Duration hours entered in the Training Course Details form. The Include on SIR return? check box must be selected on the Training Course Details form for the hours to be included.

40 Date of Start of Contract

This is the date the employee commenced working in the post.

41 Membership of Professional Body or Trade Organisation

  Important:

This field is retired in SIR25.

The SIR return records a 1 against an employee in the SIR return if the employee was a member of any Professional body or trade organisation during the SIR year.

42 Non-Teaching Work Experience of Relevance to Area of Teaching

Buttons

Use the following buttons to perform a variety of tasks.
 
Name Description
Retrieve Return This button allows you to retrieve previously saved SIR return data into the SIR Workforce Data window. The data is sourced directly from the SIR_WORKFORCE_DATA table.
Save Changes This button allows you to save any changes you have made to the SIR return data into the SIR_WORKFORCE_DATA table. Some data changes may also trigger updates to the PERSON and EMPLOYEE_IN_POST tables. (Refer to the Fields above for notes on which data field amendments trigger these additional table updates.)
Generate Return Data
This button is most commonly used only once per year per employer to generate the SIRreturn data. When the button is clicked, Cintra iQ interrogates person and teaching data held for the employees in the Cintra iQ database and displays a set of records that you can then modify and/or save.  

  Note:

If a return has already been generated for the year, you are given a warning that to continue will overwrite existing SIR Return data for the year, potentially losing data changes that may have been made to the SIR Return data. If you opt to re-generate the data for the year, you are “starting again” and are compiling the return as though it was compiled for the first time for the SIR year.

Validation Report This button takes you to the SIR Validation Errors window  where you can view any errors the report may have.
Save As This button allows you to save the SIR return data displayed in the SIR Workforce Data  window in a format of your choice (e.g. Microsoft Excel).
Generate XML File This button allows you to create the return data xml file which can be submitted to the ETF. You can also save the xml file to a folder of your choice.
Close This button alerts you to any unsaved changes and closes the SIR Workforce Data window.
